. FRANCIA. Actualités de la vie publique. Evolution des salaires
et des prix: débats sur la défense du pouvoir d'achat. 19 novembre
2007. Désignée comme « priorité nationale » par le chef de l'Etat, la
question du pouvoir d'achat est devenue, selon un récent sondage CSA,
la principale préoccupation des Français. Tandis que la hausse du prix
du pétrole et des produits agricoles se poursuit, la portée des
mesures annoncées par le gouvernement est mise en doute.

Bill 6 of 2007-08. Research Paper 07/78. 15 November 2007 The
Government announced in the Budget 2007 that it was planning a
programme of student loan sales. These are intended to raise £6
billion between 2008-09 and 2010- 111 Sales of the student loan
portfolio were previously conducted in the late 1990s under the
Education (Student Loans) Act 1998. In two sales in 1998 and 1999 a
total of around £2 billion worth of fixed rate or mortgage-style loans
were sold. The Sale of Student Loans Bill will enable the Secretary of
State for Innovation, Universities and Skills to resume sales of the
student loan portfolio. New legislation is necessary to carry out the
sales as the earlier Act only applied to mortgage-style loans and was
repealed when mortgage-style loans were replaced by income-contingent
repayment loans in 1999. The Secretary of State will be permitted to
include provisions in any sale to compensate a loan purchaser in
specified circumstances. The Bill will enable data sharing between the
Government and the loan purchaser and puts in place measures to
control the disclosure and use of this information. Welsh Ministers
will be empowered to conduct similar loan transactions in Wales.

(Finance) Bill. Bill 2 2007-08. Research Paper 07/77. 15 November
2007. This Bill would give effect in UK law to the decisions on the
financing of the EU Budget taken at the December 2005 European Council
meeting. The Bill adds a new Own Resources Decisions (ORD) to the
European Communities Act 1972. The new ORD does not change the overall
ceiling of revenue available to the EU, but a change is made to the UK
abatement mechanism.

(Supplementary Provisions) Bill. Bill 4 of 2007-08. Research Paper
07/75. 12 November 2007. The aim of this Bill is to 'clarify the
legislative and regulatory position' of the Channel Tunnel Rail Link
(CTRL) ahead of a restructuring of London & Continental Railways. The
Bill confirms that the Secretary of State is empowered to fund the
CTRL and the trains that run on it. The Bill would also: amend the
original 1996 Act as regards access agreements; repeal certain duties
of the Office of Rail Regulation; allow the ORR to charge a fee for
the exercise of its regulatory functions in relation to CTRL; and
amend the definition of development agreement in the 1996 Act to
include the word 'operation'.

d'information sur l'émancipation de la démocratie locale. Par M. Jean
Puech. N. 74, 7 novembre 2007. La décentralisation a changé la nature
des collectivités territoriales de la République. Plus de 80 % des
investissements publics réalisés en France sont assurés désormais par
les collectivités territoriales ; 90 % des dépenses d'aide sociale
sont gérées par les collectivités et notamment les départements. La
France est passée, en quelque deux décennies, d'un temps où l'État
assumait l'essentiel de l'action collective à une époque -la nôtre- où
la plupart des politiques publiques (non régaliennes) sont menées à
l'échelon local et régional. Cette rupture s'est réalisée dans un
« cadre institutionnel de gouvernance » quasi inchangé, alors que les
communes et leurs groupements, les départements et les régions
devenaient des acteurs majeurs dans la mise en ?uvre des politiques
publiques. Ne conviendrait-il donc pas de renforcer la démocratie
territoriale en conférant aux chefs d'exécutifs locaux le surcroît de
légitimité correspondant à l'élargissement du champ de leurs
compétences ? S'appuyant sur les expériences européennes, mais aussi
sur des contacts directs noués avec des élus locaux allemands,
italiens et espagnols, M. Jean Puech, président de l'Observatoire
sénatorial de la décentralisation, se demande s'il ne faudrait pas
attribuer à ces exécutifs un statut à part entière, qui les
rapprocherait de l'électeur, s'agissant de leur mode de désignation et
donc de la mise en jeu de leur responsabilité, assurerait une forme
d'exclusivité à l'exercice de leurs fonctions et leur apporterait, sur
le plan professionnel, un certain nombre de garanties statutaires.
Il pose une autre question : la gestion d'une région, d'un
département ou d'une grande ville ne constitue-t-elle pas désormais
une responsabilité à plein temps ? Ne serait-il donc pas préférable de
renoncer, dans un avenir proche, au cumul des fonctions exécutives
locales avec un mandat parlementaire ou une responsabilité
ministérielle, même s'il est nécessaire de préserver l'indispensable
enracinement local des élus de la Nation.

proposals for constitutional reform which are intended to shift power
from the executive to Parliament and the public, make the executive
more accountable, and reinvigorate democracy. The Green Paper also
emphasised the need to involve the public in constitutional change.
This paper sets out the government proposals, their context, and
initial responses to them. It also looks at the mechanisms by which
the Green Paper, dubbed as "the first step in a national
conversation", will involve Parliament and the public in further
